
Multilateral organisations and governments
They direct public funds to territories where production, communities and nature coexist; project teams have an end date, and the evidence lives scattered across agencies, consultancies and previous administrations. The model gathers it, puts it in view before the investment is committed, and produces the plan or diagnostic the project must deliver: every decision documented with its reasoning, in a record that does not depend on one person and survives changes of administration. The evaluability the board requires — theory of change, logical framework, monitoring framework — is grounded directly in the model.
